Basic Policy
Colorado State University is a public institution with nonprofit, tax-exempt
status. Research agreements entailing contractual arrangements are made
in the name of the State of Colorado, by and through the Board of Governors
of the Colorado State University System, for the benefit of Colorado State
University and are executed in the University’s office of Sponsored
Programs.
The University’s interests in research and creative activity lie
in areas that:
• are appropriate to the University’s goals and objectives;
• are of intellectual interest to the faculty and are directed by
a member of the faculty;
• will provide educational and research opportunities for students;
and
• have the potential for making original contributions to knowledge. |
Process
The office of Sponsored Programs (SP) is the coordinating office for externally
funded research activities at the University. SP works in partnership
with the University community to expand contract and grant funding by
providing:
• guidance and interpretation of funding source and policy information,
• authorization of proposal submission on behalf of Colorado State
University,
• award negotiation including material transfer agreements and nondisclosure
agreements,
• financial reporting and invoicing, and
• administration of the University’s funded projects and contractual
arrangements.
Throughout proposal preparation and the course of the project, the faculty
member and the company or sponsor’s technical representative consult
on technical matters. SP administrators serve as the institution’s
authorized officials and interact with the sponsor’s business representatives
on matters related to terms, conditions, funding, and project completion.
A variety of electronic resources are available to investigators and their
staff through the Vice President for Research Information Center (www.research.colostate.edu).
These resources include commonly requested proposal information, the Proposal
Approval and Support System (P.A.S.S.), a proposal budget spreadsheet
linked to agency forms, What’s New (an active electronic news posting),
a funding-opportunity database, Research Bookmarks for easy access to
funding-agency home pages, and the Sponsored Programs Manual for complete
information on the policies and procedures relevant to sponsored activities.
